RI budget prison plan fails

An overcrowded prison and an economy in peril called for a new plan. But not all plans are successful. Releasing some inmates was suppose reduce the number of prisoners and save the state millions of dollars. But, the prison population is up as well as the budget. Early release of inmates should have decreased the roster, but only 50 qualified while those awaiting trial ballooned from 694 to 790. With only three months into the current budget year, other agencies in the state are also facing budget problems.
